Some imams in the loud prayers, such as Maghrib and others like 'Isha' and Fajr, after reciting al-Fatihah, hasten in reciting a surah after it and do not allow

The questioner : Some imams in the loud prayers, such as Maghrib and others like 'Isha' and Fajr, after reciting al-Fatihah, hasten in reciting a surah after it and do not give the ma'mum a chance to recite al-Fatihah. What do you advise those imams who do this? And what is the ruling for the ma'mum if he does not recite al-Fatihah in the first two rak'ahs?

The Shaykh : As for the imams who do this and do not pause between reciting al-Fatihah and reciting the surah that follows it, this action on their part may stem from ignorance or from knowledge. It may be from knowledge, because the hadith of Samurah regarding the establishment of the two pauses, one of which is after reciting al-Fatihah, is a matter in which scholars have differed regarding its authenticity. Some of them considered it authentic and acted upon it, stating that it is prescribed for the imam to pause after reciting al-Fatihah. The pause mentioned is an absolute pause, not specified as some jurists have specified it by the amount of time it takes the ma'mum to recite al-Fatihah. Rather, it is an absolute pause to distinguish between the obligatory recitation and the voluntary recitation. Some scholars do not consider the hadith authentic and hold that it is necessary to connect the recitation after al-Fatihah with it. We cannot restrict anyone from what their knowledge leads them to after consideration and independent legal reasoning (ijtihad).

The questioner : Yes.

The Shaykh : However, in our view, the hadith is a proof. Al-Hafiz Ibn Hajar established it in "Fath al-Bari" and stated that this pause is established from the Prophet (peace and blessings be upon him). This is regarding the imam. As for the ma'mum, he recites al-Fatihah even if the imam is reciting, according to the opinion we choose, due to the generality of the saying of the Prophet (peace and blessings be upon him)
He who does not recite Umm al-Qur'an is not credited with having observed prayer. لا صلاة لمن لم يقرأ بأم القرأن
Sahih Muslim 394c
This hadith is established in the two Sahihs and others. In the hadith of 'Ubadah ibn al-Samt in the Sunan, the Prophet (peace and blessings be upon him) prayed the Fajr prayer with them, then he turned and said
Perhaps you are reciting behind your imam? لعلكم تقرأون خلف إمامكم؟
They said, "Yes." He said
Do not do that, except for Umm Al-Kitab, for there is no Salat for one who does not recite it. لا تفعلوا إلا بأم القرأن فإنه لا صلاة لمن لم يقرأ بها
Jami` at-Tirmidhi 311Sahih (Darussalam)
.

The questioner : Yes.

The Shaykh : This is clear in that the ma'mum recites even in the loud prayer, because this is the Fajr prayer, which is a loud prayer. So this hadith is clear in that the ma'mum recites even if his imam is reciting, and it is supported by the generality of the previous hadith we mentioned.

The questioner : Yes.

The Shaykh : So based on this, we say to the ma'mum: Recite al-Fatihah. If you complete it before the imam begins reciting what follows it, that is fine. And if the imam begins reciting what follows it before you complete the surah al-Fatihah, then continue with it until you complete it.

The questioner : But I, Shaykh Muhammad, see it as difficult for the ma'mum to recite al-Fatihah while the imam is reciting, because this may cause confusion in the recitation, and the recitation would also be incorrect, because this ma'mum is reciting quietly while the imam is reciting loudly.

The Shaykh : Yes, I hope that the "difficult" in your speech is for partiality (indicating that it is difficult for some) and not for specifying the genus (indicating it is difficult for all).

The questioner : Yes.

The Shaykh : So, as I said, it is difficult for some people to recite while the imam is reciting.

The questioner : Yes.

The Shaykh : But for some people, it is not difficult, and they can recite while the imam is reciting, and this is something we have tried.

The questioner : Yes, but as for the one for whom it is difficult?

The Shaykh : As for him, he should try.

The questioner : He should try.

The Shaykh : He should try to recite.

The questioner : Well done, my brothers. Up to here, and we come to the end of this meeting in which we reviewed messages.
