The days of Hajj are days of worship, not days of preaching.

Machine translationRead the Arabic original
Al-Hawini: You mentioned that these days are days of worship, not days of preaching, knowing that the Prophet (peace and blessings be upon him) used to utilize them for calling the tribes, and many preachers and orators utilize them for that purpose; so what is your opinion, may Allah guide you?

The Shaykh : As for the Messenger’s calling of the tribes, that was a specific situation before the Hajj of Islam, just as shirk (associating partners with Allah) was still firmly entrenched in the lands of the Hijaz. As for after that, there are only known sermons, which began with the sermons that the Messenger (peace be upon him) would deliver. As for the situation we see and observe today, this is undoubtedly a result of Muslims in most of their lands turning away from their concern for knowledge. Otherwise, if they were satiated and full of knowledge, they would consider it an opportunity and turn to the remembrance of Allah (Mighty and Majestic). And there, they are occupied with knowledge, traveling the earth, and the like. But here, they have devoted themselves to the worship of Allah (Blessed and Exalted is He). So our situation here is not the desired situation. We hope that this will be the case once Muslims become aware of the Sunnah of the Prophet (peace and blessings be upon him) in general. By the Sunnah, I mean only the methodology and the way to which the Messenger (peace be upon him) refers in the well-known hadith:
And he who turns away from my Sunnah, he has no relation with Me فمن رغب عن سنَّتي فليس منِّي
Sahih Muslim 1401
. And when Muslims come to know the Sunnah of the Prophet (peace and blessings be upon him)... they will put everything in its proper place, placing knowledge in its place and remembrance in its place, and they will not mix them up as in some countries where Sha'ban is mixed with Ramadan.
