What is the ruling on one who did not slaughter the sacrificial animal during the days of Tashriq?

Machine translationRead the Arabic original
The questioner : All right, Shaykh, if for example the days of Tashriq ended and he did not slaughter the sacrificial animal for Tamattu', what is his ruling?

The Shaykh : It is like one who gives zakat al-fitr before the prayer or after the prayer. The one who gives it before the prayer, it is an accepted charity, and the one who gives it after the prayer, it is a charity among charities.

The questioner : All right, is his Hajj accepted or not?

The Shaykh : He is a Mutamatti' and his Hajj is accepted, but he is sinful due to his negligence of the ruling of Allah, Mighty and Majestic
He must slaughter a Hady such as he can afford فما استيسر من الهدي
Sahih al-Bukhari 1572
.

The questioner : All right, if he was a traveler and broke his fast for five days while traveling, then when he became a Mutamatti' he fasts three days in Hajj and seven when he returns, does he delay making up Ramadan until after this fasting?

The Shaykh : Meaning he owes making up the fast and he owes seven days when he returns?

The questioner: Yes.

The Shaykh : No, he prioritizes what he owes from Ramadan because it is more emphatic.

The questioner : Does he delay these seven days?

The Shaykh : The seven days are in his homeland; they are not limited to specific days.

The questioner : And the three days are in Hajj.

The Shaykh : They are obligatory in Hajj, as he said,

The questioner : The days of Tashriq.

The Shaykh : The days of Tashriq.

The questioner : Regarding the delay, in what is of harm, strive to find benefit in it. We ask Allah to reward you for what you are doing.

The Shaykh :
But perhaps you hate a thing and it is good وعسى أن تكرهوا شيئا وهو خير
[Al-Baqarah 2:216]
May Allah bless you.
