Answer: It is permissible with conditions:
First: The one who wants to boycott must be convinced in his own heart that the one who was commanded or the one to whom the hadith was conveyed understood the hadith well, and yet he turned away from it; this is the first condition; because in many cases, the one who was commanded does not notice the intention of the one who commanded or the one who conveyed it, so if it is confirmed that the one who was commanded understood the hadith well, this is the first condition.
The second condition: That it is more likely in his opinion that boycotting this person... or the one who turned away from acting upon what was conveyed to him from the hadith or the Sunnah, will have an effect on him through the boycott, unlike the case where it is more likely in the opinion of the one boycotting that no benefit will result from boycoting such a person; likewise, as is the case in our time now, I say that the principle of boycott, which is prescribed by many hadiths, including the hadith of the three who were left behind, I do not see it as suitable to apply in the time of trials and the time when Muslims are moving away from submitting to the judgment of... because the purpose of the boycott is undoubtedly to educate the boycotted person for the sake of Allah, so if it is more likely that such a boycott will not... the boycotted person, because if he is boycotted by the righteous, a group that is not righteous will take over him, and he will increase in corruption upon corruption.
Therefore, it should be that we do not use the term of boycott, which was an educational term in the past; because in the present era, it does not appear that the open sinner or the corrupt person can be reformed by it.
