If the woman is menstruating and cannot wait in Makkah, there is no blame on her if she leaves for her hometown. When she is purified, she returns, but in this state, her husband must not have intercourse with her if she is married, because she has not completed the second release (tahallul).
As for if it is not difficult for her to wait, it is better that she wait. There is no difference between her hometown being outside the miqat boundaries or within them.

The questioner: And is it obligatory for her to enter the state of ihram if she is in her hometown, which is outside the miqat boundaries, when she returns?The Shaykh: If she returns, it is better that she enter the state of ihram for an 'Umrah, so she performs tawaf and sa'y and shortens her hair, then she performs the tawaf of departure.
