Answer: One who completed the acts of Hajj except for the Tawaf of Farewell and then died before doing so is not circumambulated on his behalf. This is based on the statement of Ibn Abbas (may Allah be pleased with him and his father): "A man was standing with the Messenger of Allah (peace and blessings be upon him) when he fell from his mount and was crushed to death. This was mentioned to the Prophet (peace and blessings be upon him), and he said:
Wash him with water and sidr, shroud him in his two garments, do not apply perfumed oil to him, and do not cover his head, for Allah the Exalted will resurrect him on the Day of Resurrection while still reciting the Talbiyah.اغسلوه بماء وسدر وكفنوه في ثوبيه ولا تحنطوه ولا تخمروا رأسه فإن الله تعالى يبعثه يوم القيامة ملبيًا
Sunan ad-Darimi 5:64
It was narrated by al-Bukhari, Muslim, and the compilers of the Sunan. The Prophet (peace and blessings be upon him) did not order the Tawaf to be performed on his behalf, but rather informed that Allah will resurrect him on the Day of Resurrection while still reciting the Talbiyah, due to his remaining in the state of Ihram, having neither performed the Tawaf himself nor had it performed on his behalf.
