The first question of Fatwa No. ( 4394 ):
Q1: What is the ruling on reciting the Qur'an in congregation with evidence from the Book or the Sunnah?
A1: Reciting the Qur'an is an act of worship, and it is among the best means of drawing near to Allah the Exalted. The principle in performing the recitation is that it should be in the form in which the Prophet (peace and blessings be upon him) and his Companions (may Allah be pleased with them) performed it. It is not established from him or from his Companions that they used to recite in congregation with one voice; rather, each of them would recite alone, or one of them would recite and those present would listen to his recitation. It is established from him (peace and blessings be upon him) that he said:
You must therefore follow my sunna and that of the rightly guided Caliphsعليكم بسنتي وسنة الخلفاء الراشدين من بعدي
Mishkat al-Masabih 165Sahīh (Zubair `Aliza'i)
, and he said:
'A'isha reported Allah's Messenger (ﷺ) as saying: He who innovates things in our affairs for which there is no valid (reason) (commits sin) and these are to be rejected.من أحدث في أمرنا هذا ما ليس منه فهو رد
Sahih Muslim 1718a
, and in a narration:
He who did any act for which there is no sanction from our behalf, that is to be rejected.من عمل عملاً ليس عليه أمرنا فهو رد

. It is also established from the Prophet (peace and blessings be upon him) that he ordered Abdullah ibn Mas'ud (may Allah be pleased with him) to recite the Qur'an to him, and he said:
I said: 'O Messenger of Allah! Shall I recite for you while it is to you whom it was revealed?' He said: 'I love to hear it from other than me.'يا رسول الله أأقرأ عليك وعليك أنزل؟! قال: إني أحب أن أسمعه من غيري
