The ruling on one who is unable to perform Hajj

Machine translationRead the Arabic original
The honorable Shaykh! This man’s salary is approximately four thousand, and he has rent and the maintenance of his children to pay. Is it permissible for the generous to collect money for him so that he can afford to go for Hajj?
What I see is that they should not collect money for him, because collecting for him is a humiliation for him. Allah, Mighty and Majestic, has not made Hajj obligatory upon him as long as the four thousand, which is his salary, goes toward the rent of the house and the maintenance of the children. That is a favor from Allah that He has lightened the burden for him and not made Hajj obligatory upon him, and it is dropped from him;Because Allah said:
for whoever is able to find thereto a wayمَنِ اسْتَطَاعَ إِلَيْهِ سَبِيلاً
[Al-Imran: 97] .
