The reciter: He said -may Allah have mercy on him-: "The Book of Hajj: Chapter on the Obligation of Hajj and Its Virtue:
Allah the Exalted said:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way. But whoever disbelieves - then indeed, Allah is free from need of the worlds. ولله على الناس حِج البيت من استطاع إليه سبيلا ومن كفر فإن الله غني عن العالمين
[Ali 'Imran 3:97]

It was narrated from Ibn 'Umar (may Allah be pleased with them both) that the Messenger of Allah (peace and blessings be upon him) said:
Islam is based on five (pillars): testifying that there is no true god except Allah and that Muhammad (ﷺ) is His slave and Messenger; performing of Salat (Iqamat-as-Salat); the payment of Zakat; performing Hajj (pilgrimage) to the House [of Allah (Ka'bah)] ; and Saum (fasting) during the month of Ramadan. بُني الإسلام على خمس: شهادة أن لا إله إلا الله وأن محمدًا رسول الله ، وإقام الصلاة ، وإيتاء الزكاة ، وحج البيت ، وصوم رمضان

And from Abu Hurayrah (may Allah be pleased with him), he said:
The Messenger of Allah (peace and blessings be upon him) delivered a sermon to us and said: "O people, Allah has made Hajj obligatory upon you, so perform Hajj." A man said: "Every year, O Messenger of Allah?" He remained silent until he said it three times. Then the Messenger of Allah (peace and blessings be upon him) said: "If I had said yes, it would have become obligatory and you would not have been able to do it." Then he said: "Leave me as I have left you, for the people before you were destroyed by their excessive questioning and their disagreement with their prophets. So when I order you to do something, do as much of it as you are able, and when I forbid you something, leave it." خَطَبَنا رسولُ الله صلى الله عليه وسلم فقال : يا أيها الناس إن الله قد فرض عليكم الحج فحجوا .
فقال رجل : أكلَّ عام يا رسول الله ؟ فسكت ، حتى قالها ثلاثا ، فقال رسول الله صلى الله عليه وسلم : لو قلت : نعم لوجبت ولما استطعتم ، ثم قال : ذروني ما تركتكم ، فإنما هلك من كان قبلكم بكثرة سؤالهم واختلافهم على أنبيائهم ، فإذا أمرتكم بشيء فأتوا منه ما استطعتم ، وإذا نهيتكم عن شيء فدعوه

The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful:
The author said -may Allah have mercy on him- in his book *Riyad al-Salihin*: "Chapter on the Obligation of Hajj and Its Virtue": Hajj is: intending to go to Makkah for the purpose of worshipping Allah (Glorified and Exalted is He) by performing the rites. It is one of the pillars of Islam by the consensus of the Muslims. The evidence for its obligation is the saying of Allah (Blessed and Exalted is He):
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way. But whoever disbelieves - then indeed, Allah is free from need of the worlds. ولله على الناس حج البيت من استطاع إليه سبيلا ومن كفر فإن الله غني عن العالمين
[Ali 'Imran 3:97]
. This verse was revealed in the ninth year of the Hijrah, which is the year known as the Year of Delegations, and by it Hajj was made obligatory. As for the saying of Allah in Surat al-Baqarah:
And complete the Hajj and 'umrah for Allah وأتموا الحج والعمرة لله
[Al-Baqarah 2:196]
: in it is the obligation of completing [the pilgrimage] rather than the obligation of starting it. So the obligation of starting it was in the ninth year, by the verse in Surat Ali 'Imran. And as for the obligation of continuing and completing it, that was in the verse in al-Baqarah in the sixth year of the Hijrah. Allah the Exalted said:
And [due] to Allah from the people is a pilgrimage to the House - for whoever is able to find thereto a way ولله على الناس حج البيت من استطاع إليه سبيلا
[Ali 'Imran 3:97]
. "Upon the people": this means upon all of them. But we do not order the disbeliever to perform Hajj until he becomes a Muslim. As for the Muslim, we order him to perform Hajj with the condition that Allah (Mighty and Majestic) has stipulated:
for whoever is able to find thereto a way من استطاع إليه سبيلا
[Ali 'Imran 3:97]
meaning whoever is able to reach Makkah. So whoever is not able due to poverty, then Hajj is not obligatory upon him. And whoever is not able due to incapacity, we look at the situation: if his incapacity is not expected to end and he has wealth, it is obligatory for him to appoint someone to perform Hajj on his behalf. And if it is expected to end, such as a sudden illness that befalls him during the days of Hajj, then he waits until Allah heals him, and then he performs Hajj himself.
Then the author mentioned -may Allah have mercy on him- the hadith of Ibn 'Umar (may Allah be pleased with them both): that the Prophet (peace and blessings be upon him) said:
Islam is built on five بني الإسلام على خمس
Sunan an-Nasa'i 5001Sahih (Darussalam)
. We have already spoken about it, so there is no need to repeat it. The point of this is his saying:
and performing Hajj to the Sacred House وحج البيت الحرام
