Honorable Shaykh! May Allah forgive you! It is observed in many celebrations, conferences, school broadcasts, and the like that there is a constant practice of reciting the Noble Qur'an at the beginning. Is this prescribed, or should it be left out?
Beginning sermons, celebrations, and the like with the Noble Qur'an on a regular basis is not from the Sunnah. It was not known that the Messenger (peace and blessings be upon him), when he wanted to deliver a sermon, would open the sermon with the Qur'an. But this is a newly invented matter, just as it was newly invented to conclude the Qur'an with "Truthful is the Mighty Allah." You find some people that whenever they read and finish the recitation, they say: "Truthful is the Mighty Allah." This is also one of the innovations that did not exist in the time of the Prophet (peace and blessings be upon him and his family), nor in the time of his Companions. Therefore, it is not appropriate to make the beginning of celebrations and conferences with the Qur'an a constant practice. However, if there is a lecture and the topic of the lecture is, for example, fasting, and someone wants to read the verses about fasting in the introduction of the lecture, there is nothing wrong with that; because the intention is to listen to the verses regarding fasting and then build the lecture upon these verses.
