A group headed to Madinah and passed by the miqat; are they required to enter the state of ihram from the miqat, or when leaving Madinah if they intend to go to Makkah?

Machine translationRead the Arabic original
The questioner : His EminenceThe Shaykh : There are pilgrims who come from other countries and pass the miqat before descending to Jeddah, and from Jeddah to al-Madinah al-Munawwarah. Are they permitted to perform 'Umrah from their countries, or to perform 'Umrah from al-Madinah al-Munawwarah?

The Shaykh : This person is asking, saying: A group comes from their countries intending to go to Madinah, and they pass by the miqats. Are they required to enter the state of ihram from the miqat and go to Madinah in the state of ihram, or do we say: Go to Madinah without entering the state of ihram, and then when you return, enter the state of ihram from the miqat of the people of Madinah?
The answer is the second option: we say go without entering the state of ihram, because these people did not intend to go to Makkah, but rather they intended to go to Madinah. So they go to Madinah, and when they return from Madinah, at that point they will be heading to Makkah, so they enter the state of ihram from the miqat of the people of Madinah, which is "Dhu al-Hulayfah", which is now called "Abiyar 'Ali".
Yes, indeed, and the time has now ended because the adhan has been called, and we are now distributing books, and praise be to Allah, Lord of the worlds. Until we meet next week, and we will proceed, if Allah wills, next week before the eleventh, at eleven o'clock to a quarter past, to take up more detail regarding Hajj, if Allah wills.
