Exegesis of the saying of Allah the Exalted: (And you do not will except that Allah, the Lord of the worlds, wills)]

Allah the Exalted said:
And you do not will except that Allah wills - Lord of the worlds.وَمَا تَشَاءُونَ إِلَّا أَنْ يَشَاءَ اللَّهُ رَبُّ الْعَالَمِينَ
[At-Takwir:29] Meaning: It is not possible for you to will anything except that Allah has willed it beforehand.
So my will now is to speak to you and address you; this is a will of mine; but it was not except after the will of Allah (Mighty and Majestic). If Allah wills, I will; and if Allah wills that a thing not be, it will not be even if I will it. So even if I will it and Allah the Exalted does not will it, it will not happen. Rather, Allah the Exalted wills causes that stand between me and this so that it does not occur. This is a matter that a person must pay attention to: that he knows that his action is by his will, a complete will without compulsion; but let him know that this will is coupled with the will of Allah, and that he did not will a thing except after Allah willed it, and that if Allah had willed that it not be, the human would not have willed it, or the human willed it; but Allah stands between him and it by causes and obstacles.

And here he said:
And you do not will except that Allah wills - Lord of the worlds.وَمَا تَشَاءُونَ إِلَّا أَنْ يَشَاءَ اللَّهُ رَبُّ الْعَالَمِينَ
[At-Takwir:29] And He did not say "your Lord"; as an indication of the generality of the lordship of Allah, and that the lordship of Allah the Exalted is general; but you must know that (the worlds) here is not like (the worlds) in His saying:
It is not except a reminder to the worlds.إِنْ هُوَ إِلَّا ذِكْرٌ لِلْعَالَمِينَ
[At-Takwir:27] .
I said regarding (the worlds) in the first instance: that what is meant by it is those to whom the Messenger was sent.
As for here in (the worlds) in the second instance: what is meant by it is: everyone other than Allah; because there is nothing but a Lord and the created,If it is said: the Lord of the worlds, it is established that what is meant by (the worlds) is everyone other than Allah, as the Imam, Shaykh al-Islam Muhammad ibn 'Abd al-Wahhab (may Allah have mercy on him) said: And everyone other than Allah is a world, and I am one of that world.

The result: That this surah is a great surah, in which there is a reminder and an admonition. It is recommended for the believer to read it with reflection and deliberation, and to be admonished by what is in it. Just as it is obligatory for him in all the surahs of the Qur'an and its verses to be so, so that he may be among those who are admonished by the Book of Allah and benefit from it.
We ask Allah the Exalted to admonish us and you with His Book, and the Sunnah of His Messenger (peace and blessings be upon him), and His cosmic signs. Indeed, He is capable of all things.
And praise be to Allah, Lord of the worlds.
And may Allah send prayers and peace upon our Prophet Muhammad, and upon his family and all his Companions.
