Some people raise their hands in the takbir of ihram around the navel or slightly above the navel. Is raising the hands in this manner valid? And what is required of a person if he has knowledge of the correct method but then leaves it and does not raise his hands to the shoulders?
This raising that you mentioned is not a prescribed raising; rather, it is a frivolous act that is prohibited. The prescribed raising is either to the shoulders or to the tips of the ears. Anything less than that is a falling short of the Sunnah, and it is prohibited.And it is said: Either raise them fully, or leave them.

The questioner: If a person has knowledge of this, is he required to point it out? And if he leaves off pointing it out, what is required of him?The Shaykh: He is required to point it out;For Allah the Exalted said:
And [mention, O Muhammad], when Allah took a covenant from those who were given the Scripture, [saying], "You must make it clear to the people and not conceal it."وَإِذْ أَخَذَ اللَّهُ مِيثَاقَ الَّذِينَ أُوتُوا الْكِتَابَ لَتُبَيِّنُنَّهُ لِلنَّاسِ وَلا تَكْتُمُونَه
