The original state is the presumption of innocence and the absence of perfume use. Shortening the hair or shaving it has no specific place; it is permissible in any place, whether in Makkah or in another country. But if he does not shave or shorten his hair, the prohibitions of ihram remain upon him as long as he remains in that state.
