Answer: This requires detailed explanation, because some people are confused about the matter in this regard. If a man has put on the izār and the ridāʾ, or a woman has put on the clothes prepared for her ihram, but has not yet put on the ihram and has not yet intended the ihram—meaning: the man put on the izār and the ridāʾ to enter ihram, or the woman put on clothes prepared for it, though she is not required to have prepared clothes; any garment she wears is sufficient for her—but if she prepared something, meaning clothes that do not draw attention and are not beautiful, prepared for the ihram, then she does not become in a state of ihram, and the man does not become in a state of ihram by wearing the ridāʾ and the izār, except by intention. If the man or the woman intends to enter into the 'Umrah or the Hajj and begin it, then he or she recites the talbiyah at that time, and it is not permissible for him or her after this to touch perfume, or to cut a nail, or to cut hair. After that, he or she is in a state of ihram. By the intention, he or she becomes in a state of ihram.
So, if he prepares for the ihram by wearing the izār and the ridāʾ, or if the woman prepares by wearing the clothes she prepared for that purpose, she does not become in a state of ihram except by intention. If he intends with his heart to enter into the Hajj, or intends with his heart to enter into the 'Umrah, and likewise if the woman intends with her heart to enter into the Hajj or the 'Umrah, then in this state he recites the talbiyah, saying: Labbayk 'Umrah, or Labbayk Hajj, and she says likewise: Labbayk 'Umrah, or Labbayk Hajj, at the time of the intention, after the intention to enter into the act of worship, which is the Hajj and the 'Umrah. By this, if he intends this intention and enters into the act of worship by his intention, then in this state he does not take perfume, does not trim a nail, does not cut hair, or anything similar to what is forbidden for him.
As for before that, there is no harm. And it is better that he does not enter into the state of ihram except after he has mounted his vehicle. The Prophet (peace and blessings be upon him) did not recite the talbiyah except when he mounted his mount. So he does what he needs while he is on the ground: he trims his beard, he trims his nails, he applies perfume, even if he is wearing the ridāʾ and the izār. And if she has worn her clothes prepared for the ihram, she does what she sees of the matters of the ihram: plucking the armpits, trimming the nails, applying perfume. And the man likewise applies perfume, trims a nail, and so on; there is no harm in this until he mounts. When he mounts, he intends to enter into the 'Umrah or intends to enter into the Hajj, and then he recites the talbiyah. And at that time, he does not take anything from his hair or his nails, and he does not apply perfume, because he has entered into the act of worship.
