Allah the Exalted said:

When the earth is shaken with its [final] earthquake

إِذَا زُلْزِلَتِ الْأَرْضُ زِلْزَالَهَا

[Surah al-Zalzalah: 1] And what is meant by this is what Allah the Exalted mentioned in His saying:

⁽¹⁾ O mankind, fear your Lord. Indeed, the convulsion of the [final] Hour is a terrible thing. ⁽²⁾ On the Day you see it every nursing mother will be distracted from that [child] she was nursing, and every pregnant woman will abort her pregnancy, and you will see the people [appearing] intoxicated while they are not intoxicated; but the punishment of Allah is severe.

يَا أَيُّهَا النَّاسُ اتَّقُوا رَبَّكُمْ إِنَّ زَلْزَلَةَ السَّاعَةِ شَيْءٌ عَظِيمٌ * يَوْمَ تَرَوْنَهَا تَذْهَلُ كُلُّ مُرْضِعَةٍ عَمَّا أَرْضَعَتْ وَتَضَعُ كُلُّ ذَاتِ حَمْلٍ حَمْلَهَا وَتَرَى النَّاسَ سُكَارَى وَمَا هُمْ بِسُكَارَى وَلَكِنَّ عَذَابَ اللَّهِ شَدِيدٌ

[Surah al-Hajj: 1-2] And His saying: (its shaking) meaning: the great shaking that has never had a like before,For this reason, Allah the Mighty and Majestic says:

you will see the people [appearing] intoxicated while they are not intoxicated

وَتَرَى النَّاسَ سُكَارَى وَمَا هُمْ بِسُكَارَى

[Surah al-Hajj: 2] due to the intensity of their bewilderment and what befell them, you would find them as if they were drunk, but they are not drunk, rather they are in a state of panic, but because of the severity of the terror, the person becomes as if he is drunk, not knowing how to act or what to do.
