The ruling on a man who divorces his wife with a revocable divorce and then divorces her a second time before taking her back

Honorable Shaykh! If a husband divorces his wife with a revocable divorce, and then follows it with a second divorce during the waiting period before taking her back, does this second divorce take effect?
Most of the scholars are of the opinion that it takes effect,Meaning: that the divorce following the first divorce takes effect.
And the Shaykh al-Islam (may Allah have mercy on him) chose that it does not take effect, and that the second divorce does not take effect except after a new marriage or a taking back, and his statement is the correct one.
