Ruling on Throwing Religious Books and Food in the Trash

It is common to throw some religious books,For example: books of tafsir, tawhid (the oneness of Allah), and fiqh (Islamic jurisprudence) into the trash with impurities, and this happens most often near schools. Also, some edible food that could be given to the poor is thrown into the trash. We seek your advice, O Shaykh, and what is required of the one who sees these things?
As for the one who throws them into the trash, and they are Qur'an, such as a mushaf (written copy of the Qur'an) or a part of it, and his intention is to insult, then he is a disbeliever, and there is no doubt in his disbelief; because this is among the greatest insults to the Book of Allah (Mighty and Majestic). As for the one who does it without the intention of insult, but the man does not care about these matters, then he is not declared a disbeliever, but this action is forbidden (haram) for him.
It is obligatory (wajib) for the one who sees Qur'an or books containing Qur'an thrown in the trash to take them out of the trash and not leave them. As for food that can be benefited from, it is not permissible (la yajuz) to throw it, neither in the trash nor in clean markets; because this is a form of denying the blessing of Allah. It is obligatory (wajib) to give it in charity to the poor; because the town is not free of a poor person, especially many of the workers for whom it is difficult to cook every day, so you find them in need of food. And the truth is that it is obligatory (wajib) for students of knowledge to make people aware of this, because people are in heedlessness, and perhaps the slightest reminder is sufficient for them.
