In the name of Allah, the Most Gracious, the Most Merciful.
Praise be to Allah, Lord of the worlds, and may the blessings and peace be upon His servant and messenger, His trustee over His revelation, and His choice from among His creation, our Prophet, our Imam, and our Master Muhammad ibn Abdullah, and upon his family and his Companions and whoever follows his guidance. As for what follows:
As for the one who leaves it off without an excuse, he is a sinner against his Lord, and he is in danger of the consequences of this sin. He must repent to Allah (Glorified and Exalted is He), and turn back to Him, with sincere regret for what has passed, and the resolve not to return to it.
He must also offer a sacrificial animal, along with the repentance, a blood offering that he slaughters in Makkah for the poor; because the stoning of the pillars is obligatory, and he left it off, so he must slaughter a blood offering for this, to be distributed among the poor in Makkah. The blood offering, when mentioned in a general sense, means: a head of sheep; a two-year-old goat, or a one-year-old sheep, or a seventh of a camel, or a seventh of a cow; this is what is meant by the blood offering.
As for the one who has an excuse; there is no sin on him, and he must appoint someone, like the sick person and the like. There is no blame on him for being delayed, but he must appoint someone to stone the pillars on his behalf, yes.
