His Eminence the Shaykh: A man traveled from al-Qasim to Jeddah to visit his family, and he is originally from Jeddah. He intended to perform 'Umrah during this trip. Is it permissible for him to delay entering the state of ihram until he reaches his family?The Shaykh: The man whose family is in Jeddah initiated the journey for the purpose of visiting his family, whether he performs 'Umrah or not. However, he says: “I will perform 'Umrah if I stay for a week, a month, or something similar.” In this case, it is not obligatory for him to enter the state of ihram from the miqat. Just as a man from Makkah who travels from al-Qasim to Makkah to go to his family, and he intends to perform Hajj this year, we do not oblige him to enter the state of ihram when he passes the miqat; because this man is going to his family. Likewise, the first case is the one who went to his family in Jeddah.
As for the one who is from Riyadh, he is a traveler in Jeddah, not a resident. So, if he goes to Jeddah for the purpose of work, visiting, trade, or employment, and he intends to perform 'Umrah during this trip, then this trip was for both purposes.So we say: Do not pass the miqat until you enter the state of ihram; because you are a traveler even while you are in Jeddah.

The questioner: And if he is married and lives with his wife and children in Riyadh, while his mother and father are in Jeddah, what is the ruling?The Shaykh: This, if he comes to Jeddah, he is a traveler. So here, if he wants to go to his family for a visit and he intends to perform 'Umrah, we say: He must enter the state of ihram from the miqat; because his home is Riyadh.
As for Jeddah, it is the home of his father and mother. Therefore, if it were Ramadan, he would be permitted to break his fast if he traveled to the place of his father and mother, while he resides in another country. And Allah the Exalted knows best, and may Allah send prayers and blessings and peace upon our Prophet Muhammad and upon his family and all his Companions.
