The Ruling on One Who Curses Allah the Exalted and the Ruling on His Repentance

Machine translationRead the Arabic original
How should one treat a person who considers himself a Muslim but curses Allah?
This person is not a Muslim as long as he intended the words. If one curses Allah the Exalted, he is a disbeliever, even if it was done in jest or as a joke.In fact, the Hanbali jurists (may Allah have mercy on them) say: The repentance of one who curses Allah is not accepted.Meaning: If he comes and says, "I testify that I was wrong and I am repentant,"And that Allah the Mighty and Majestic possesses perfect attributes, they say: we do not accept your repentance, and your ruling is execution, while your repentance is between you and your Lord.
However, the correct view is that it is accepted if we know that his repentance is sincere, which is indicated by his conduct and his uprightness thereafter.
