Allah the Exalted said: [al-Buruj:16] This is a description of Allah (Glorified and Exalted is He) that He is the Doer of what He wills, so whatever He wills, He does it, and nothing prevents Him from doing so; for He owns the heavens and the earth, and the Owner of the heavens and the earth is not prevented by anyone from doing in His dominion whatever He wills,And this is like His saying (Blessed and Exalted is He): [Ibrahim:27] , so the creation, no matter who they are, cannot do what they will; rather, they may desire something with a firm desire and with all their hearts, and wish to do it; but this does not happen for them, rather the divine decree of Allah (Mighty and Majestic) stands between them and it, whereas the Lord (Blessed and Exalted is He) is the Doer of what He wills.
And in the noble verse is the affirmation of the will of Allah (Glorified and Exalted is He), and it is so, for He the Exalted has a complete and perfect will in His creation, even in what concerns the actions of the creation; no action of the people occurs except by the will of Allah, as Allah the Exalted said: [at-Takwir:28-29] So He attached their will to His will (Glorified and Exalted is He).
And He (Exalted and Majestic is He) said: [al-Baqarah:253] .
So He (Glorified and Exalted is He) has a will that encompasses what occurs of His action, and what occurs of the actions of the servants, so I—for example—if I speak this speech of mine, or other than it, or what preceded it, all my speech exists by the will of Allah, and if Allah had willed, I would not have spoken, and if Allah wills that I speak, I speak, so a will for speech emanates from my heart and I speak,And for this he said: [al-Buruj:16] .
Allah the Exalted said:
an effecter of what He intends.
فَعَّالٌ لِمَا يُرِيدُAnd Allah sends astray the wrongdoers. And Allah does what He wills.
وَيُضِلُّ اللَّهُ الظَّالِمِينَ وَيَفْعَلُ اللَّهُ مَا يَشَاءُAnd in the noble verse is the affirmation of the will of Allah (Glorified and Exalted is He), and it is so, for He the Exalted has a complete and perfect will in His creation, even in what concerns the actions of the creation; no action of the people occurs except by the will of Allah, as Allah the Exalted said:
(28) For whoever wills among you to take a right course. (29) And you do not will except that Allah wills - Lord of the worlds.
لِمَنْ شَاءَ مِنْكُمْ أَنْ يَسْتَقِيمَ * وَمَا تَشَاءُونَ إِلَّا أَنْ يَشَاءَ اللَّهُ رَبُّ الْعَالَمِينَAnd He (Exalted and Majestic is He) said:
If Allah had willed, those [generations] succeeding them would not have fought each other after the clear proofs had come to them. But they differed, and some of them believed and some of them disbelieved. And if Allah had willed, they would not have fought each other, but Allah does what He intends.
وَلَوْ شَاءَ اللَّهُ مَا اقْتَتَلَ الَّذِينَ مِنْ بَعْدِهِمْ مِنْ بَعْدِ مَا جَاءَتْهُمُ الْبَيِّنَاتُ وَلَكِنِ اخْتَلَفُوا فَمِنْهُمْ مَنْ آمَنَ وَمِنْهُمْ مَنْ كَفَرَ وَلَوْ شَاءَ اللَّهُ مَا اقْتَتَلُوا وَلَكِنَّ اللَّهَ يَفْعَلُ مَا يُرِيدُSo He (Glorified and Exalted is He) has a will that encompasses what occurs of His action, and what occurs of the actions of the servants, so I—for example—if I speak this speech of mine, or other than it, or what preceded it, all my speech exists by the will of Allah, and if Allah had willed, I would not have spoken, and if Allah wills that I speak, I speak, so a will for speech emanates from my heart and I speak,And for this he said:
