One who performed 'Umrah and forgot to remove his trousers

His Eminence the Shaykh: A man from the residents of Jeddah went to perform 'Umrah. When he had completed it, he cut some of his hair and returned to his house in Jeddah. When he took off his state of ihram, he found that he had not removed his trousers. What is his ruling?
He owes nothing. I will give you a rule by which you may be guided, if Allah wills: All prohibited acts, if a person commits them while ignorant, forgetful, or coerced, he bears no sin, no expiation, and nothing else;For Allah the Exalted said: [al-Baqarah: 286] So Allah the Exalted said: (You have done it) This is established in Sahih Muslim,And Allah the Exalted said: [al-Ahzab: 5] ,And He said regarding disbelief, which is the greatest of the prohibited acts: [al-Nahl: 106] .
So if a person is in a state of ihram and forgets that he is wearing his trousers until he finishes his ihram, he owes nothing. Likewise, if he eats or drinks while fasting and is forgetful, he owes nothing. Likewise, if he commits a prohibited act while ignorant; such as a person who shaves his head while in a state of ihram before he has exited the state, or covers his head while in a state of ihram; he owes nothing as long as he is ignorant.
So any prohibited act in worship, if a person commits it while ignorant, forgetful, or coerced, he bears no sin and no expiation.

وَلَيْسَ عَلَيْكُمْ جُنَاحٌ فِيمَا أَخْطَأْتُمْ بِهِ وَلَكِنْ مَا تَعَمَّدَتْ قُلُوبُكُمْWhoever disbelieves in Allah after his belief... except for one who is forced [to renounce his religion] while his heart is secure in faith. But those who [willingly] open their breasts to disbelief, upon them is wrath from Allah, and for them is a great punishment;
