Question:
He says: I used to have memorized some parts of the Noble Qur'an, but I notice that I have forgotten some of the surahs. Is there a sin on me?

Answer:
You must strive, and there is no sin on you, if Allah wills. It is in human nature to forget. The Prophet (peace and blessings be upon him) said:
Verily I am a human being like you, I forget just as you forget.إنما أنا بشر مثلكم، أنسى كما تنسون
Sahih Muslim 572j
It is in human nature to forget; one cannot be safe from forgetting. So if he forgets some of the surahs, he should strive to memorize them, and praise be to Allah.
As for the hadith: (Whoever memorizes the Qur'an and then forgets it will meet Allah as a castrated camel), this is not a correct hadith. The hadith containing a warning about forgetting the Qur'an after memorizing it is a weak hadith, and its wording is: (Whoever memorizes the Qur'an and then forgets it will meet Allah as a castrated camel). It is a weak hadith.
As for His saying, (Exalted and Majestic is He):
And if there should come to you guidance from Me - then whoever follows My guidance will neither go astray [in the world] nor suffer [in the Hereafter].فَإِمَّا يَأْتِيَنَّكُمْْ مِنِّي هُدًى فَمَنِ اتَّبَعَ هُدَايَ فَلا يَضِلُّ وَلا يَشْقَى ۝
[Taha 20:123]
And whoever turns away from My remembrance, he will have a hard life, and We will gather him on the Day of Resurrection blind. He will say: My Lord, why have You gathered me blind when I used to see? He will say: Thus did Our signs come to you and you forgot them, and thus are you forgotten this day. [Ta-Ha: 123-126] The intended meaning here is: forgetting the deed, forgetting the deed by abandoning the deed of obedience to Allah and His Messenger. It is not forgetting by the heart. The Messenger (peace and blessings be upon him) forgot and made a mistake in prayer; he said the taslim after two rak'ahs, he said the taslim after three, and he added a fifth rak'ah out of forgetfulness, and he left the first tashahhud out of forgetfulness. All humans forget, and if he forgets some of the surahs or verses, it does not harm him, and he (peace and blessings be upon him) forgot some of the verses.
But the intended meaning of the verse is: forgetting the deed, meaning: abandoning it, abandoning the deed of obedience to Allah and His Messenger.
They have forgotten Allah, so He has forgotten themنَسُوا اللَّهَ فَنَسِيَهُمْ
[At-Tawbah 9:67]
Otherwise, He does not forget ,
And never is your Lord forgetful -وَمَا كَانَ رَبُّكَ نَسِيًّا
[Maryam: 64] But He forgot them; He left them in their misguidance and heedlessness, He left them in the Fire on the Day of Resurrection. So this is the forgetting that Allah condemned here, meaning: abandoning the deed, and turning away from the religion. We seek refuge in Allah from that. Yes.
