The obligation of ritual purification when water is available

Fatwa number ( 3943 )
Q: We are residents of the desert, and we are always moving from one place to another. We have three water trucks to bring water for us, our sheep, and our camels. We are twelve households, and the trucks belong to three of the households, while the rest drink with them. Is it permissible for us to perform tayammum (dry ablution) instead of wudu' (ablution)? Please note that the distance to water sources varies from place to place.
A: Praise be to Allah alone, and blessings and peace be upon His Messenger, his family, and his Companions. After that:
If water is available to you, it is obligatory for you to purify yourselves with it, both major and minor ritual purity. If it is not available, tayammum is permissible when water is far away and bringing it is difficult at the time of prayer. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and his Companions.
