Allah the Exalted said:
But they wonder that there has come to them a warner from among themselves, and the disbelievers say, "This is an amazing thing.بَلْ عَجِبُوا أَنْ جَاءَهُمْ مُنْذِرٌ مِنْهُمْ فَقَالَ الْكَافِرُونَ هَذَا شَيْءٌ عَجِيبٌ
[Q:2] Here, the answer to the oath is not apparent to the reader, so the scholars (may Allah have mercy on them) differed regarding such cases: whether it has an answer, or its answer is known from the context, or it is known from the thing by which the oath was sworn? There are multiple opinions among the scholars.And the most apparent is that we say: Such a construction does not require an answer to the oath; because it is known from the greatness of the thing by which the oath was sworn, so it is as if he swore by the Qur'an to the truthfulness of the Qur'an.
So the glorious Qur'an, by virtue of its glory, was evidence that it is the truth, and that it was revealed from Allah (Mighty and Majestic), and thus the oath does not require an answer, because the answer is included within the oath.
But they wonder that there has come to them a warner from among themselves, and the disbelievers say, "This is an amazing thing.بَلْ عَجِبُوا أَنْ جَاءَهُمْ مُنْذِرٌ مِنْهُمْ فَقَالَ الْكَافِرُونَ هَذَا شَيْءٌ عَجِيبٌ

They were amazedعَجِبُوا
(The conjunction "wa") refers to those who denied the Messenger (peace and blessings be upon him), who denied his message, denied the Qur'an, denied the resurrection, and denied the Last Day. For this reason,
And they wonder that there has come to them a warner from among themselvesعَجِبُوا أَنْ جَاءَهُمْ مُنْذِرٌ مِنْهُمْ
[Q:2] , they were amazed; this amazement is one of astonishment and disapproval,And we said that only because "amazed": -Sometimes it is meant to be: disapproval and denial.
-And sometimes it is meant to be: approval; so the saying of Aisha (may Allah be pleased with her): (The Prophet (peace and blessings be upon him) liked to start with the right in putting on his sandals, combing his hair, and performing his ablution, and in all his affairs) , the meaning of "amazed" here is approval.

And His saying here:
But they wonder that there has come to them a warner from among themselvesبَلْ عَجِبُوا أَنْ جَاءَهُمْ مُنْذِرٌ مِنْهُمْ
[Qaf 50:2]
The meaning here is: disapproval and denial,
that there has come to them a warner from among themselvesأَنْ جَاءَهُمْ مُنْذِرٌ مِنْهُمْ
[Sad 38:4]
he is not far from them; he is of them, in lineage, in status, and in residence; they know him,And despite that, they said:
This is something amazingهَذَا شَيْءٌ عَجِيبٌ
