First: It has been distributed by the officials in charge of endowments a schedule indicating the duration between the adhan and the iqamah, and obedience to the rulers is obligatory in matters other than the disobedience of Allah, and the ministry has a viewpoint in determining the duration so that the mosques do not differ; because if they differed and then you passed by a person who had opened his shop or was standing in the market with his companion and you said: Pray,And the mosques were different, he will say to you: I prayed in such-and-such mosque,And you cannot say: No; because a person is a trustee of his religion, so if the iqamah is unified, just as the adhan is unified, no one will have an excuse. This is the ministry's viewpoint.
If we consider this system to be directive rather than mandatory, then the imam should not hasten the iqamah for the prayer that has a rawatib (regular voluntary prayers) before it,For example: the Fajr prayer and the Zuhr prayer; because people need there to be time to perform wudu' (ablution) and pray the rawatib, so let him pay attention to this.
Also, it should be noted that Fajr in the days of summer and the shortness of the night; because people may not get enough sleep, so they do not wake up until after the adhan, and they need to be waited for a little.
