Q: We are employees of the General Establishment for Desalination of Seawater in Jeddah , which is engaged in the production of water and electricity. Working there requires care and precision in schedules and discipline in time. Our working hours have been set, with a half-hour break included for performing the Zuhr prayer. The time for the Zuhr prayer changes throughout the seasons (from 12:12 to 12:40). A fixed time for the iqamah of the prayer has been set for us at 12:50, remaining constant throughout the year, on the condition that the adhan is called from the time the prayer time enters. This is to organize the work, as the period of stopping work to perform the prayer begins from (12:30) to (1:00 PM) (i.e., a fixed time throughout the year). Is there any harm in this arrangement (i.e., the adhan at its proper time and delaying the iqamah until 12:50)? We ask for your advice and guidance, may Allah reward you. Is there sin upon the employee who does not adhere to this arrangement, as some employees leave their work and go to the mosque immediately upon hearing the adhan, even if the adhan is at (12:10)? Given the importance of the matter, we ask Your Eminence to help us with a fatwa at the earliest opportunity. We ask Allah to preserve you for Islam and the Muslims, and to guide you to what He loves and is pleased with, and may Allah send blessings and peace upon our Prophet Muhammad, his family, and all his Companions.

And whoever wishes to go to the mosque is not prevented from doing so, because this is the original rule.
