One who breaks his fast in Ramadan due to a fit or a defect in his intellect

Machine translationRead the Arabic original
A man was afflicted with a fit and did not fast last Ramadan, and this Ramadan came upon him and he did not fast either. What is his ruling? The Shaykh: Is his intellect defective? The questioner: He was of unsound mind last Ramadan until the fit manifested in him, but after that he recovered, though he did not make up the fasts. This Ramadan came upon him and he did not make them up, and I have heard these days that he is asking what he should do?The Shaykh: The question now is: Did he fast this year’s Ramadan or not?The questioner: Yes.

The Shaykh: Praise be to Allah. As for last Ramadan, as long as he did not have his intellect, fasting is not required of him.

The questioner: And no expiation or anything else? The Shaykh: And no expiation or anything else.
