Exegesis of His saying, the Exalted: (If We had willed, We would have made it dry husks)

Allah the Exalted said:
If We willed, We could make it [dry] debrisلَوْ نَشَاءُ لَجَعَلْنَاهُ حُطَاماً
[Al-Waqi'ah: 65] And He did not say, Mighty and Majestic: (If We had willed, We would not have brought it forth) but rather He said:
We would have made it wreckageلَجَعَلْنَاهُ حُطَاماً
[Al-Waqi'ah: 65] So after it comes forth and becomes a crop, and souls become attached to it, Allah the Exalted makes it dry husks, and this is the most severe cause for sadness and regret, because before it comes forth, souls are not attached to it; but when it comes forth and becomes a crop, and then Allah sends upon it a calamity so that it becomes dry husks -Meaning: destroyed - it is of no benefit, so it is the most severe cause of regret.
and you would remain in wonder, (66) [Saying], "Indeed, we are [now] in debt; (67) Rather, we have been deprived."فَظَلَتُمْ تَفَكَّهُونَ * إِنَّا لَمُغْرَمُونَ * بَلْ نَحْنُ مَحْرُومُونَ
[Al-Waqi'ah: 65-67] Meaning: You keep talking, wanting to dispel your sadness,So you say:
Indeed, we are incurring a lossإِنَّا لَمُغْرَمُونَ
[Al-Waqi'ah: 66] Meaning: We have incurred a loss with this crop that became dry husks, then you resume,So you say:
Rather, we have been deprived."بَلْ نَحْنُ مَحْرُومُونَ
[Al-Waqi'ah: 67] Meaning: We were deprived of this crop and it became dry husks, so we lost it.
Then Allah the Exalted moved on to another subject, which is the substance of life, namely water,So he said:
And have you seen the water that you drink?أَفَرَأَيْتُمْ الْمَاءَ الَّذِي تَشْرَبُونَ
[Al-Waqi'ah: 68] Tell me about it, who created it? Who brought it into existence?
Is it you who brought it down from the clouds, or is it We who bring it down?أَأَنْتُمْ أَنزَلْتُمُوهُ مِنْ الْمُزْنِ أَمْ نَحْنُ الْمُنزِلُونَ
[Al-Waqi'ah: 69] ?

Nay, You, our Lord! Meaning: Did you send down the water that you drink from the clouds -Meaning: from the sky - or are We the ones who send it down?Answer: It is Allah the Exalted, because He sends it down from the clouds, and it remains in the earth, and what the earth drinks, Allah the Exalted makes it flow as springs in the earth, which are extracted by machines from the wells and flow from the springs, so the origin of the water we drink is from the clouds - from the sky - and therefore, when the rain is scarce in some regions, the water becomes scarce and sinks, and people need water.
