Question:
He asks another question, saying: What about a person who is known not to have prayed during his life, but he ended his life with the two testimonies when he was on his deathbed? Is he to be prayed over, or is he among those about whom Allah said:
But repentance is not [accepted] of those who [continue to] do evil deeds up until, when death comes to one of them, he says, "Indeed, I have repented now,"وَلَيْسَتِ التَّوْبَةُ لِلَّذِينَ يَعْمَلُونَ السَّيِّئَاتِ حَتَّى إِذَا حَضَرَ أَحَدَهُمُ الْمَوْتُ قَالَ إِنِّي تُبْتُ الآنَ
[Al-Nisa: 18]?

Answer:
If he did not explicitly repent, the testimony is something he says while he is alive. The testimony is something he says while he is alive, and the hypocrites say it, but it does not benefit them if it is not accompanied by repentance from disbelief in Allah. So if he did not pray, or it is known that he insults the religion, or that there is no good in him, then the words of the two testimonies do not benefit him, neither in his life nor at death, unless he repents. Then his case is left to Allah on the Day of Resurrection. His outward appearance is evil, so he is not to be prayed over, nor washed. We ask Allah for well-being.
As for if he says: "I repent to Allah for my deeds, and I used not to pray, and I testify to you that I am repentant," or he explicitly states to them: "I have repented to Allah for leaving prayer and such," and then he dies, his ruling is the ruling of those who repent. Yes.
