When the Messenger, peace and blessings be upon him, arrived in Madinah, there were three tribes in it, and all of them had made a covenant with the Messenger and then broke the covenant.

But our position regarding that, as individuals and not as states, is to turn to Allah, Mighty and Majestic, with supplication at all times and in all states in which a person is closest to being answered, that Allah will support our Muslim brothers in every place, and that He will destroy the enemies of the Muslims. And we bear witness to Allah, Mighty and Majestic, that every disbeliever is an enemy to us, whether he is a Christian, a Jew, a Communist, or an idolater. Any disbeliever is an enemy to us. Any disbeliever is an enemy to the Muslim. And the disbelievers are allies of one another. Against whom? Against the Muslims.[Al-Ma'idah 5:51]
