The Shaykh : And likewise: It has reached us that some of the imams lead the people in witr with nine rak'ahs. When a person performs witr with nine rak'ahs, he does not say the taslim until the end. The sunnah, when witr is performed with nine rak'ahs, is not to say the taslim until the end. One sits in the eighth rak'ah, recites the tashahhud, then stands and performs the ninth. We have heard that some imams do this, and this is an error. Did it reach them that the Messenger (peace and blessings be upon him) prayed nine rak'ahs with the people? If it came from the Messenger, then by Allah, it is upon our eyes and heads. If it did not come from the Messenger, then the Prophet (peace and blessings be upon him) said:
So whoever of you leads the people in prayer he must be brief, for behind him are the weak, the aged, and the people who have (argent) business to attend. أيكم أم الناس فليوجز، فإن من ورائه الضعيف والمريض وذا الحاجة

Is this brevity? That he remains praying with the people for an hour or an hour and a half, and they do not leave? Some of them may be held back by the need to urinate, defecate, or pass gas, or by work. Then those who enter the mosque find him praying tarawih, performing this witr. What do they intend? They want to intend tahajjud, which confuses their intention. They do not know what to intend. Some of those who do this say: "We want to clarify the sunnah." We say: May Allah reward you for this intention, and you will be rewarded for it. But as for the action, how do you clarify the sunnah for the people? By speech. Say: "If you perform witr with three rak'ahs, then if you wish, combine them, or if you wish, pray two rak'ahs and then say the taslim. In the case of five, combine them. In the case of seven, combine them, and so on." As for making things difficult for the people, this is contrary to what the Messenger (peace and blessings be upon him) commanded in his saying:
Whoever leads the people, let him be brief, and whoever prays for himself, let him pray as he wishes. أيكم أم الناس فليخفف، ومن صلى لنفسه فليصلي كيف شاء
