Shortening the hair for 'Umrah and Hajj: Is it shortening part of it or all of it?

Machine translationRead the Arabic original
The Shaykh : Shortening the hair in 'Umrah and Hajj, is it shortening part of it or shortening all of it?
The student: Shortening all of it.

The Shaykh : Shortening all of it, meaning that he shortens the entire head.
As for what some people do, following some scholars, of cutting three hairs or a quarter of the head or something similar, this is a weak opinion, because Allah said:
with your heads shaved and [hair] shortened محلقين رؤوسكم ومقصرين
[Al-Fath 48:27]
.
So it is necessary that a person shortens his head in a way that it is clear that the head has been shortened.
And it is known that if anyone cuts three hairs from one side, is it clear that his head has been shortened?
Never. For this reason, it is obligatory for us to pay attention to this issue, which has become a game, because a boy comes to you at al-Marwah with this scissors and says, "I will cut your head."
Sometimes they meet us in the middle of the sa'y.
Yes, before we reach al-Marwah.
And this is one of the matters that a person must pay attention to and know that the shortening must cover the entire head.
As for the woman, from the bottom of her head, from every braid, the length of a finger.
