Answer: Shortening the hair in both 'Umrah and Hajj must be done to the entire head, just as shaving it would be done to the entire head. One shortens all of it and takes from the ends of the hair until it covers the head. This does not mean hair by hair; rather, it means covering the visible part of the head, and that is sufficient. One covers it by shortening just as one covers it by shaving. This is what is prescribed, and this is what is obligatory.
