The share of a son of Adam in adultery has been written for him; he will attain it inevitably. So the eye commits adultery, and its adultery is looking; the ear commits adultery, and its adultery is listening; and the hand commits adultery, and its adultery is touching. كُتِبَ على ابن آدم حظُّه من الزنا ؛ فهو مدركُه لا محالة ، فالعين تزني وزناها النظر ، والأذن تزني وزناها السمع ، واليد تزني وزناها البطش

Therefore, from the perspective of blocking the means to harm, it is not permissible for a Muslim to shake hands with a non-mahram woman. It is not permissible for a Muslim to shake hands with a non-mahram woman. And all that is said of permissibilities is to smooth over the bad reality, with great regret!!
