This is because women are not prevented from praying over the deceased; rather, they are prevented from visiting graves. The Prophet (peace and blessings be upon him) cursed the women who visit graves and those who make them into mosques and hang lamps on them. This is if the intention is to visit. However, if she does not intend to visit, for example, if she went out for some business and passed by the cemetery, there is no harm in her stopping, greeting the people of the graves, and making du'a for them. Yes.
