The Shaykh : It is obligatory for you to advise this man. If you despair of him, it is obligatory that you report his case to the responsible authorities. In this case, it is obligatory for the responsible authorities to call him to prayer. If he prays, that is well; otherwise, he must be killed as a disbeliever who will remain in the Fire forever. This is because the one who does not pray is a disbeliever who has exited Islam, may Allah protect us from that. Therefore, as long as this is his state, it is obligatory for you to inform the responsible authorities so that they compel him to observe the rituals of Islam. If he complies, that is well; if he does not comply, he must be killed. Yes.
