What is the ruling on a woman frequently going out to commercial establishments and other places on the nights of Ramadan?

The Shaykh : As the brother questioner mentioned, it is observed that on the nights of Ramadan, women frequently go out, either veiled or wearing face masks, and they may perhaps be accompanied by a pleasant, enticing scent. Consequently, the foolish ones who loiter around stores and in the markets increase, and there arises from this evil and calamity that only Allah (Mighty and Majestic) knows. My advice to the guardians is to take a firm hand over their women so that they do not go out at night. If a woman has a need, her guardian should go out with her, stand with her, and return with her. As for the young men who assist the authority in preventing these evils, I encourage them to do so and urge them to it, but they must use wisdom, not rush in forbidding what is wrong, and not forbid it with harshness and scolding, but rather with calmness. If a woman is with her guardian, they should speak to the guardian and not to the woman, because speaking to the woman may lead to harm; she might speak words that are not appropriate for the man who forbade her from the wrong, so let him speak to her guardian. Likewise, the authority and those who are not part of the authority but cooperate with them should address the foolish men who follow women and speak inappropriately; they should advise them and warn them.
