Question: Is there a limited time for the one performing Tamattu' in which he may perform it? And is it permissible for him to enter the state of Ihram for Hajj before the Day of Tarwiyah?

Answer: Ihram for Tamattu' has a limited time, which is: Shawwal, Dhu al-Qa'dah, and the first ten days of Dhu al-Hijjah. These are the months of Hajj. So he may not enter the state of Ihram for Tamattu' before Shawwal, nor after the night of the Festival. However, it is better to enter the state of Ihram for 'Umrah alone, and when he has finished it, he enters the state of Ihram for Hajj alone. This is the complete Tamattu'. If he enters the state of Ihram for both together, he is called a Mutamatti' and also a Qarin. In both cases, a sacrificial animal is obligatory upon him, called the blood of Tamattu'. It is one sacrificial animal that suffices for the 'Id sacrifice, or one-seventh of a camel, or one-seventh of a cow. This is based on the saying of Allah the Exalted:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animalsفَمَن تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
[Surat al-Baqarah: 196]. If he is unable to do so, he fasts ten days: three days during Hajj and seven when he returns to his family.
So if he enters the state of Ihram for 'Umrah in the beginning of Shawwal and exits from it, the period between the 'Umrah and entering the state of Ihram for Hajj becomes long, extending to the eighth of Dhu al-Hijjah. It is better to enter the state of Ihram for Hajj on the eighth of Dhu al-Hijjah, as the Companions of the Prophet (peace and blessings be upon him) did by the command of the Prophet (peace and blessings be upon him). He commanded them to exit from their state of Ihram when they arrived, having entered it for Hajj alone, and some of them had entered it as Qarin between Hajj and 'Umrah. So the Prophet (peace and blessings be upon him) commanded them to exit from their state of Ihram, except for those who had sacrificial animals with them. So they performed Tawaf and Sa'y, shortened their hair, and exited from their state of Ihram, thereby becoming Mutamatti'. When the Day of Tarwiyah came, which is the eighth day, he commanded them to declare their intention for Hajj from their dwellings. This is the best. If he declared his intention for Hajj before that, in the beginning of Dhu al-Hijjah or before that, it sufficed him and was valid. But it is better that his declaration of intention for Hajj be on the eighth day, as the Companions of the Prophet (peace and blessings be upon him) did by his command (peace and blessings be upon him).
