The Shaykh : I spoke yesterday, and they told me this. The Shaykh : Sa'd, were you speaking with me, or who was it?
Al-Halabi : Mansur.
The Shaykh : Mansur wanted me to be enthusiastic, as most people wish, and to say that it is obligatory to fight these aggressors against our Salafi brothers there in general, and against my brotherThe Shaykh : First, it is beautiful, and second, it is beautiful in itself. So I told him, and this is my opinion, that this matter is extremely sensitive. Because these mujahideen, despite their ideological differences first and political differences second, are facing a common enemy between the two sects. They were supposed to agree to eliminate this enemy, and then address their internal differences, some of the bad effects of which have appeared in the killing of the group. So I said, and I still see this, that the scholars in Saudi Arabia should gather and look at the matter with extreme precision, without one emotion dominating another, and without the enthusiasm of one person...The questioner : ...and he mentioned the verse[Al-Hujurat 49:9]. So I said, unfortunately, there is no Islamic state capable of imposing peace. If it is unable to fight this rebellious faction, it does not exist. I pointed to the Gulf problem, where when Iraq attacked Kuwait, there was no Muslim state able to deter Iraq from its aggression against Kuwait. So which state now can impose on Hekmatyar and his like, who have rebelled against our Salafi brothers there, to impose peace on them, and if they refuse, to fight them? Therefore, this meeting must be held there so that they can study the matter from all angles and put a limit to such rebellion and aggression against our Salafi brothers. If they see that they should cut off the funds and other support they were providing them, this must be a point of contact with the officials there. Because it may occur to someone who does not know the facts there, and I am certainly one of those, that these attacks are not official, but are instigated by the malicious propaganda that, as you know, was broadcast there among the many sects to create division between these and those. It is possible that the spirits of some of these people were stirred up and they did what they did. Therefore, it is not permissible for the opinion of one person to control the subject, especially if he is far from the reality. These gathered scholars, it is upon them to provide a solution for such a problem. Because the truth is, if the aggressors are fought, it means they are prevented from continuing to fight the communists there, and this is undoubtedly a loss. And if they continue to support them as they did before, they will continue to aggress against our Salafi brothers, especially after their region was occupied. In conclusion, the matter should not be judged by emotion, and it should not be said, "We will fight these rebels," because that is what the communists want. I do not know how the solution will be such that the issue of the killing of these Salafis is not wasted, and also does not prevent the continuation of jihad to reach the capital Kabul. Although, unfortunately, I say that signs, for a year or more, have begun to make the matter seem like a cold, there is no power or strength except with Allah.

And if two factions among the believers should fight, then make settlement between the two. But if one of them oppresses the other, then fight against the one that oppresses until it returns to the ordinance of Allah
