Is it permissible to perform ruqyah (healing by Qur'anic recitation) with water and give it to the sick, or to hang verses from the Qur'an?

Machine translationRead the Arabic original
The questioner : Yes, our Shaykh. Our third question is about ruqyah (healing by Qur'anic recitation). Some people argue with us by citing some books of the Salaf (the earliest generations), saying that some of the Companions of the Prophet (peace and blessings be upon him) used the Qur'an to cure diseases. We know that there is healing for people in it. Did it authentically reach us from some of the Companions that they hung some verses of the Qur'an around the necks of the sick, or wrote some verses of the Qur'an and dipped them in water and made the sick drink it? What is the ruling on that?

The Shaykh : As for it being established from some of the Companions that they did that, no. But as for whether it was done by some individuals among the Salaf (the earliest generations), yes. However, there is disagreement on this issue. We say that when there is a difference of opinion among the Salaf (the earliest generations) regarding something, we apply the previously mentioned verse:
And if you disagree over anything, refer it to Allah and the Messenger فإن تنازعتم في شيء فردوه إلى الله والرسول
[An-Nisa 4:59]
There is no doubt that the student of the Prophetic Sunnah knows that there are ruqyah (healing by Qur'anic recitation) and amulets prescribed by the Prophet (peace and blessings be upon him) from his Lord, such as the cure for many diseases and treatment through these ruqyah (healing by Qur'anic recitation) and supplications. So, if it is not established first from the Prophet (peace and blessings be upon him) and second from the Companions that they hung some verses, and it is not established that they were written in a container and its water was drunk for treatment and medicine, then we say at that time what some other of the Salaf (the earliest generations) said, namely that hanging some verses of the Qur'an on the chest or under the armpit or similar is among the amulets, among the forbidden amulets in Islam. Here we say, as the Messenger (peace and blessings be upon him) taught us, "The best of guidance is the guidance of Muhammad (peace and blessings be upon him)." And we must say a word now based on our adherence to the Salaf (the earliest generations). We say that we hold fast to the methodology of the Salaf (the earliest generations) on which they agreed and did not differ. But if they differed on some secondary issues, then at that time we return to the original source, which is the Book and the Sunnah. If they agreed, we are with them. If they differed, we apply the previous verse:
And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day فإن تنازعتم في شيء فردوه إلى الله والرسول إن كنتم تؤمنون بالله واليوم الآخر
[An-Nisa 4:59]
