as meaning “He controlled” is a known interpretation of the later generations (Khalaf); it contradicts the interpretation of the Salaf, and it has a danger that some of the later scholars noticed; because they felt that when they interpreted “istawa” (He rose above) as meaning “He controlled” and “He took possession,” they were like one who was under the rain and then moved under the gutter; he fled from one thing and fell into something more dangerous. So the Salaf interpreted “istawa” (He rose above) as meaning “He rose high,” and Allah, Mighty and Majestic, is undoubtedly the Most High in attribute and essence, as one of the scholars said:
"And the Lord of the Throne is above the Throne, but *** without the description of settling and connection"
Our Lord has the attribute of being above all creation, but this being above Him over His Throne and all His creations is not like the rising of kings upon their thrones. Therefore, it is necessary to affirm [the attribute] with transcendence, and it is not permissible to transcend [the attribute] with figurative interpretation (ta'wil); because the matter requires combining affirmation and transcendence. Just as it is not permissible to affirm with likening Allah to creation (tashbih), it is not permissible to use figurative interpretation (ta'wil) with transcendence. Rather, as the Lord of the worlds said:
There is nothing like unto Him, and He is the Hearing, the Seeing. لَيْسَ كَمِثْلِهِ شَيْءٌ وَهُوَ السَّمِيعُ الْبَصِيرُ
[Ash-Shuraa 42:11]
, He is the All-Hearing, the All-Seeing in truth, but He does not resemble any of His creation in that, ever.
