The questioner : My teacher, it has become well-known among some students of knowledge that the Fajr prayer at Muzdalifah is a pillar of Hajj, so what do you say?

The Shaykh : This is what we mentioned in our booklet on the rituals of Hajj and 'Umrah, based on his (peace and blessings be upon him) saying:
Whoever prays this prayer of ours with us in the combined prayer, and had stood at 'Arafah before that for a moment of night or day, has completed his Hajj and finished his rites. من صلى صلاتنا هذه معنا في جمع وكان وقف قبل ذلك على عرفة ساعة من ليل أو نهار فقد قضى حجه وتم تفثه
This is a clear and authentic hadith, in which standing at Muzdalifah is considered catching up with the Hajj by praying Fajr, just as standing at 'Arafah for a moment of night or day is. So it is a pillar, but staying the night is not. We must distinguish between staying the night at Muzdalifah, which is obligatory. If one stays the night and prays Fajr there, and is not among those excused, such as women or others, then he has fully caught up with the Hajj, if he stayed the night and prayed Fajr. But if he did not stay the night and did not pray Fajr, he has caught up with the Hajj, and the reverse... So he has no Hajj according to this hadith, except for the weak ones, namely women and children.
