Khashan: They say that there is a shortcoming on the part of some scholars in not intervening to settle some of the disputes on the Afghan scene?
The Shaykh : This is not something we can address. This is a mistake that many of the general public and the specialists fall into. So every Muslim must do what is obligatory for him first, and what he is able to do second. And Allah, Mighty and Majestic, commanded reconciliation in such cases as His saying:[Al-Hujurat 49:9] The best thing a Muslim can do is to reconcile between two people, and reconciliation between two groups is more important than reconciliation between two individuals. However, reconciliation between two groups requires capabilities and means that individuals cannot possess. Therefore, intervening in reconciliation between some groups, if it is by speaking a kind word, is an easy and facilitated matter. But if it requires more than that, such as traveling, meeting the conflicting parties, understanding the opinion of each group, and judging between them according to what the wise Shari'ah requires, then those who are judged between must submit to the ruling of the Shari'ah. This is a duty that all Muslims are obligated to fulfill, each according to his capacity.

And if two factions among the believers should fight, then make settlement between the two. But if one of them oppresses the other, then fight against the one that oppresses until it returns to the ordinance of Allah
وإن طائفتان من المؤمنين اقتتلوا فأصلحوا بينهما فإن بغت إحداهما على الأخرى فقاتلوا الّتي تبغي حتى تفيء إلى أمر الله
