The Shaykh : Its explanation is by the hadith of Ibn 'Umar
The Messenger of Allah [SAW] forbade Al-Qaza' (to shave part of the head and leave part). نهى رسول الله صلى الله عليه وسلم عن القزع
Sunan an-Nasa'i 5051Sahih (Darussalam)
, which is that one shaves a part of his head and leaves a part. This was derived from the comparison of this shaving to the clouds scattered in the sky, where there is a piece here and a piece there. It appears that this was among their customs, and perhaps there are still people in some lands who shave their entire heads and leave a spot here, like a forelock. The important point is that what is prohibited is shaving one spot and leaving another. So when he said
Shave it all or leave it all احلقوه كله أو دعوه كله
