The questioner : Regarding shaving in Hajj or 'Umrah, what is the meaning of shaving and what is the meaning of shortening?

The Shaykh : Ah, our Lord, Mighty and Majestic, when He said
with your heads shaved and [hair] shortened محلقين رؤوسكم ومقصرين
[Al-Fath 48:27]
there is no doubt that the term "those who shave" means shaving the entire head, because the Prophet (peace and blessings be upon him) forbade qaza' (shaving the head in patches), and qaza' is shaving the head in one place and leaving it in another. This name, qaza', is derived from the patchiness of clouds; we see clouds in the sky as a patch here and a patch there, and so on. So the Messenger (peace be upon him) forbade the Muslim from playing with the hair on his head by shaving in one place and leaving it in another. No, he (peace be upon him) said in another hadith, the hadith forbidding qaza', which is agreed upon by al-Bukhari and Muslim. In another hadith, found in Sunan Abu Dawud or elsewhere with a sound chain, he said:
Shave it all or leave it all. احلقوه كله أو اتركوه كله
Sunan Abi Dawud 4195Sahih (Al-Albani)

May Allah have mercy on those who shave, may Allah have mercy on those who shave, may Allah have mercy on those who shave رحم الله المحلقين رحم الله المحلقين رحم الله المحلقين
and he was silent. They said to him, "O Messenger of Allah, what about those who shorten their hair?" He said:
and those who shortened their hair والمقصرين
.
The Shaykh: This indicates that it is not obligatory, but shaving is better. So when he said
May Allah have mercy on those who shave رحم الله المحلقين
it means those who shave part of the head and leave part, whereas it is the entire head, as came in the previous hadith:
Shave it all or leave it all. احلقوه كله أو اتركوه كله

So if we return to the verse
