This is called *intidhadh* (sprinkling). *Intidhadh* is a recommended practice to cut off the root of obsessive doubts, so that a person does not say, "Perhaps something came out after I relieved myself. Perhaps a drop of urine came out of me." Then Satan would whisper to the one who has relieved himself, "Did you not feel the wetness?" So this cuts off Satan's whispering by coming with the Sunnah, which is to sprinkle his garment after he finishes ensuring cleanliness or cleaning himself. If the obsessive doubt comes to him, he will be answering it: "This wetness that I feel is from my sprinkling of water, not from something coming out of me without my awareness." This is not for removing impurity. This is not for removing impurity, but for cutting off the root of obsessive doubts.
