What is the ruling on one who leaves off shaving or shortening the hair during 'Umrah?

Machine translationRead the Arabic original
The questioner : I went with my family for 'Umrah.

The Shaykh : I went.

The questioner : For 'Umrah, and we did not shorten the hair, nor did we shave. What is the way to do it?

The Shaykh : Did you not shave or shorten the hair?

The questioner : We did not shave or shorten the hair for 'Umrah.

The Shaykh : And did you shave?

The questioner : Yes, we shaved. After that, we did not shorten the hair. As Allah willed, we were supposed to shorten it. I thought, I mean, I believed that shortening is not obligatory for 'Umrah.

The Shaykh : Yes, exactly.

The questioner : I came from Kuwait, may you live long.

The Shaykh : Fine, slaughter a fidyah in Makkah and distribute it to the poor.

The questioner : A fidyah? What kind of fidyah?

The Shaykh : Now, every person in Makkah should say: Buy me a sacrificial animal, slaughter it, and distribute it to the poor.

The questioner : So, does each person have a sacrificial animal?

The Shaykh : Each person has a sacrificial animal.

The questioner : Each person has a sacrificial animal.

The Shaykh : Yes.

The questioner : May Allah reward you with good.

The Shaykh : And as you heard a moment ago, my advice is that if a person neglects something, he should ask about it now, meaning immediately, and not delay.

The questioner : I believed that there is no shaving in 'Umrah. Perhaps it was ignorance on my part.

The Shaykh : Good, if Allah wills. In any case, this is the obligatory duty, if Allah wills.

The questioner : Can I make a will to pay for it?

The Shaykh : It is permissible for you to make a will for it.

The questioner : I will make a will for it.

The Shaykh : You make a will for it to a person. And if you want to go yourself, that is fine; you perform 'Umrah and pay the fidyah.

The questioner : No one makes a will here, may Allah reward you with good. I am from Kuwait, I swear to Allah, I just came.

The Shaykh : I swear to Allah, if they give us 400 riyals.

The questioner : The amount we have.

The Shaykh : Give us 400 riyals, and if Allah wills, we will find someone.

The questioner : Does each individual have 400?

The Shaykh : Each individual has 400, yes.

The questioner : May Allah reward you with good.

The Shaykh : After that.
