The Shaykh: No, public facilities are not the poor. I mean: it is not permissible for individuals from the poor and the needy to benefit from this money. No, but rather public facilities, for example, if there is a place in a neighborhood or in a town or in a village that needs repair and paving of a road or drawing of water or something similar, from the matters in which the general public shares in the benefit, not specific individuals from the people. This permits you, in this state.
